OST to Participate in Roundtable Discussion of Industry & Government IT Dashboards

Washington, D.C., December, 2009 – Vijay Narula, CEO of Optimal Solutions and Technologies (OST, Inc.), is among industry information technology (IT) leaders selected to participate in the IT Dashboard Roundtable discussion. The roundtable initiative is sponsored by the American Council for Technology (ACT) – Industry Advisory Council (IAC). It is a response to the U.S. government request for U.S. industry recommendations on ways to increase efficiency, transparency, and quality of government IT processes. 

The IT dashboard is software which facilitates centralized collection of metrics and evaluation of the progress of an IT project. It is used increasingly by government to support monitoring, control, and decision-making in IT projects. The roundtable participants will discuss use of IT dashboards in managing technical projects, challenges in using this technology, and ways that a dashboard may improve IT systems.

A non-profit organization, ACT-IAC provides a forum for review of actual and potential IT solutions to public sector issues.  Over 50 companies are participating in the IT Dashboard Roundtable Initiative, include IBM, MITRE, Sun Microsystems, Oracle, and SAIC.

OST Project Manager of the Year Finalist

Washington, D.C., December 2009 – An OST project manager has been selected as one of three top project managers in the Washington, DC area by the local chapter of the Project Management Institute (PMI). The Project Manager of the Year (PMOTY) honor is awarded to project managers who demonstrate that they’ve put theory into action and made a significant impact on a project under their management. Each applicant must provide proof of recognition and support by their manager, client, and project team members.

One of three finalists selected by PMI from 43 Washington area project managers, the OST finalist showed significant impact on the management of a major OST project and thorough understanding of project management theory. At the December 15, 2009 PMI meeting on Project Management Tools, the OST finalist presented successful management strategies to an enthusiastic audience of more than 200 project managers.

FAA Awards OST Contract for Data Center Optimization Strategy

Washington, D.C., October 2009 - Optimal Solutions and Technologies (OST, Inc.) has been awarded a contract to provide services to the Federal Aviation Administration (FAA) Data Center Optimization Strategy (DCOS) project.  The DCOS project is a part of FAA’s drive to develop an agency-wide data center optimization strategy in support of business, administrative, and specific National Airspace (NAS) mission-support operations. 

Under the two year BITSII task order, OST will review and verify FAA data center consolidation alternatives provided to the FAA by Gartner, Inc. in 2008. OST will conduct site analysis and validate the DCOS program site selection methodology and recommendations.  In addition, the company will develop and verify new requirements that support the data center facility design process. Of particular importance is OST’s development of a technical strategy for transitioning FAA data center assets and operations to the new facilities.

OST Awarded Contract to Support FAA Unified Contracting System Program Office

Washington, D.C., October 2009 - Optimal Solutions and Technologies (OST, Inc.), an emerging information technology services provider, has been awarded a contract to provide program management and technical support services to the Federal Aviation Administration (FAA) Unified Contracting System (UCS) Program Office. This effort will enable the FAA to transition to a web-based electronic contract lifecycle management system. 

Under the two-plus-year contract, OST will gather requirements for functional needs, domain constraints, and the business environment of the new UCS system. This system will manage electronically stored contractual and related documents and be standards-driven, user friendly, easily maintained, and secure. OST will also support a market survey of solution packages for UCS, carry out a pilot demonstration of selected solutions, and support the acquisition process. In line with the FAA drive to effectively manage and track contracts, the UCS system will provide automated contract formulation and timely, accurate data.  UCS electronic document management will support efficient management and retrieval of contract documents.

OST Awarded FAA Master Order Agreement for eFast Services

Washington, D.C., October 2009 - Optimal Solutions and Technologies (OST, Inc.) has been awarded an Electronic FAA Accelerated and Simplified Tasks (eFast) Master Order Agreement (MOA) to provide services to the Federal Aviation Administration (FAA). Under this 7 year MOA, OST will provide the FAA with support in four functional areas: Research & Development (R&D), Engineering Services (ES), Computer/Information Systems Development (CSD), and Computer Systems Support (CSS).

eFAST is the FAA’s preferred acquisition vehicle for fulfilling agency small business goals. This flexible acquisition vehicle provides expanded functional areas, socioeconomic categories, and contract types.  It can be used by all FAA organizations as well as other federal agencies. eFAST processes are automated and structured to facilitate rapid procurements and efficient administration.

OST Awarded Two Federal Aviation Administration Contracts to Modernize Documentation

Washington, D.C., October 2009 - Optimal Solutions and Technologies (OST, Inc.) has been awarded two BITS II task order contracts by the Federal Aviation Administration (FAA).  OST will provide document management services to the FAA Office of International Aviation (API) - Interagency Group on International Aviation (IGIA) and the FAA Joint Resources Council Investment Process Management Group (IPM).

For FAA API, OST will build an electronic document and workflow management system. This system will be accessible to all FAA IGIA members, including 13 external government agencies and internal 15 FAA organizations. The system supports typical IGIA document workflow and metadata needs through custom development of Documentum, the FAA enterprise document management platform.  For IPM, OST will develop, document, and deliver a customized document management system leveraging Documentum. This solution will store all IPM electronic and paper documents. The IPM Document Management system will be customized to include appropriate meta-data elements, custom views and reports to easily find and retrieve electronic documents.

These contracts are part of the FAA drive to integrate documentation at all levels of the organization and make it accessible electronically. OST will implement both projects using industry best practices from SEI CMMI Level 3 and the Project Management Institutes (PMI). OST will work with key project stakeholders to provide a solution that meets FAA needs and prepares the group for smooth transition of the new systems into their day to day operations.

OST Awarded Contract by FAA Air Traffic Organization IT Operations Program Management Office

Washington, D.C., October 2009 - Optimal Solutions and Technologies (OST, Inc.) has been awarded a contract to provide services to Federal Aviation Administration Organization (FAA) Air Traffic Organization (ATO). OST is providing support to the ATO IT Operations Program Management Office (PMO) which oversees the FAA ATO-IT National Support Contract.

ATO IT Operations has historically managed a variety of geographically dispersed contracts with diverse performance measures, levels of service, and technical and operating standards. These contracts are now being consolidated under the National Support Contract (NSC).  OST was selected to support ATO IT Operations in the program management of NSC, providing project administration, quality assurance, contract analysis and reporting services.

OST Awarded Contract to Provide IT Support for Department of Education Federal Student Aid Program

Washington, D.C., October, 2009 - Optimal Solutions and Technologies (OST, Inc.) has been awarded a contract to provide services to U.S. Department of Education for Enterprise Development Support Services (EDSS). The EDSS project is part of the Department of Education focus on modernization of IT support for the Federal Student Aid program.

Under this indefinite delivery, indefinite quantity (IDIQ) contract, OST will apply CMMI Level 3 processes to provide IT requirements services for EDSS.  This effort includes elicitation, development, validation, and documentation of functional and non-functional EDSS requirements.  OST will also provide program management for the requirements service area, as well as transition of requirements artifacts to independent verification and validation, and to the EDSS development team.

Key to OST’s selection on this contract is its experience applying CMMI-based best practices to management and requirements development for government programs. OST Selected to Present at CMMI High Maturity Measurement and Analysis Workshop

Washington, D.C., October 2009 - Optimal Solutions and Technologies (OST, Inc.), an emerging information technology services provider, has been selected to present at the fourth Workshop on CMMI High Maturity Measurement and Analysis hosted by the SEI's Software Engineering Measurement and Analysis (SEMA) team.

OST will present a tutorial on using discrete event simulation to find solutions to process bottlenecks and inefficiencies. They will provide a demonstration of this method to illustrate its simplicity and effectiveness in streamlining processes, with the aim of achieving higher capability and maturity levels of CMMI.

The CMMI High Maturity Measurement and Analysis workshop is devoted to the establishment of process performance models and means of implementing performance metrics.  It provides a forum for leaders in the field to discuss issues, costs, benefits, and solutions. The workshop will be held November 20-21 in Denver, Colorado, and is co-located with the 2009 CMMI Technology Conference.

OST to Present at National Defense Industrial Association CMMI 9th Technology Conference

Washington, D.C., October, 2009 - Optimal Solutions and Technologies (OST, Inc.), an emerging information technology services provider, has been accepted to give several presentations at the CMMI 9th Technology Conference and User Group.  OST will make presentations in several areas of process improvement, and conduct a half-day long tutorial on a multi-model approach.

The conference, sponsored by the National Defense Industrial Association (NDIA) and Software Engineering Institute (SEI), brings together the U.S. Department of Defense, other government agencies, and commercial companies to promote process improvement as a means to increasing quality, efficiency, and performance.  The conference focuses on defense, software and systems engineering, and aerospace technologies.

OST presentation topics include discrete event simulation, return on investment analysis, CMMI Level 5 statistical principles, and the integration of CMMI, ISO, Six Sigma, and ANSI 748 approaches to improve business performance. Four presenters will represent OST at this conference. The conference will be held November 16 – 19, 2009 in Denver.

OST Awarded Contract for FAA Spectrum Engineering Support & Program Services

Washington, D.C., September 2009 - Optimal Solutions and Technologies (OST, Inc.) has been awarded a contract valued at up to $3,246,273 to provide services to Federal Aviation Administration (FAA) Air Traffic Organization (ATO) Spectrum Engineering Support & Program Services (SESPS). This project supports FAA’s goals of increased air safety and increased flight capacity to meet projected demand. 

Under the 2 year contract, OST will provide software engineering services to Spectrum Engineering Services to fully support the Ground Based Augmentation System (GBAS) frequency assignment process.  The work includes modifications to the Automated Frequency Management System (AFM) system to allow engineering, assignment, slot and reference path data selection, and plotting, viewing, and tracking of GBAS applications. Also under this contract, OST will provide engineering support to evaluate the proposed changes in Distance Measuring Equipment (DME) site engineering analysis and protection criteria, including assignment modeling and new service volume engineering. This work further entails modifications to the AFM system to support the analysis and design of frequency assignments for DME NEXTGEN Navigation Initiatives.

OST provides the FAA with engineering resources for key Spectrum Engineering Services software, and is involved in the support and management of FAA frequency assignments for all U.S. civil aviation flights.

OST Awarded Contract with New Hampshire Department of Motor Vehicles

Washington, D.C. September 2009 - Optimal Solutions and Technologies (OST, Inc.) has been awarded a subcontract to provide services to the State of New Hampshire Department of Motor Vehicles (NH DMV). The project, Vehicle Information System In an On-line Network (VISION), is part of New Hampshire’s focus on replacing over time the DMV Integrated Data Management System (IDMS).

Under the 4 month contract, OST will elicit, gather, and document requirements for Driver License, Dealers, Inventory and Inspections subsystems of VISION that will provide NH DMV with improved capabilities. The new system will enhance user experience, system performance, and speed of processing customer transactions.

OST is Awarded FAA Contract for Expanded Service Volume Management System

Washington, D.C., April, 2009 - Optimal Solutions and Technologies (OST, Inc.) has been awarded a 2 year contract to provide systems development and support services to the Federal Aviation Administration (FAA) Air Traffic Organization (ATO) for the Expanded Service Volume Management System (ESVMS). This task order supports FAA requirements to reduce National Airspace congestion and increase airspace capacity, safety, and operational performance.

Under the ESVMS contract, OST will provide software engineering services to implement ESVMS and Expanded Service Volume (ESV) enhancements, with the goal of safe operations and service delivery using existing National Airspace System (NAS) navigational aids and associated equipment.  OST will design and develop changes and improvements to the ESVMS, including a web service to enable automated systems to access, manage, and track the status of ESV requests.  Additionally, OST will implement database migration of Spectrum Engineering Services Automated Frequency Manager (AFM) in order to better synchronize interactions with ESVMS. This contract further allows enhancements for military use of ESVMS capabilities, permitting full ESVMS functionality, updates, and tracking for military operations.

These improvements to ESVMS will increase reliability and performance of military air carriers by providing accurate, timely navigational information.

OST Awarded Contract for State of Maryland Consulting and Technical Services II

Washington, D.C. March, 2009 - Optimal Solutions and Technologies (OST, Inc.), an emerging information technology services provider, has been awarded a contract to provide IT services to the State of Maryland.  The Consulting and Technical Services II (CATSII) project is part of Maryland’s focus on obtaining IT resources efficiently through indefinite delivery/indefinite quantity (IDIQ) contracts.

Under the 5 year CATSII contract, OST will deliver web and internet services, software engineering, systems management and maintenance, and information system security.  In addition, OST will provide the state with documentation, technical writing, and consulting services in IT management and business processes.

In addition to this work for Maryland, OST has completed the Webfleetmaster project for Maryland’s Department of Budget and Management Fleet Administration Unit. OST has broad experience as prime contractor on IDIQ contracts for federal government agencies.

OST to Speak at National Software Engineer Process Group (SEPG) Conference

San Jose, CA, March 2009 - OST, Inc., an information technology services provider with a proven record of process improvement, has been selected to present at this year’s SEPG conference. The conference serves as a professional development and networking platform for industry organizations that are incorporating process improvement models and methods.

OST awarded FAA Human Resources Management and Technical Support Services contract

Washington, D.C., March 2009 - Optimal Solutions and Technologies (OST, Inc.), an emerging information technology services provider, has been awarded a contract to provide services to the Federal Aviation Administration (FAA) for the Human Resources (AHR) line of business. The Human Resources Management and Technical Support Services contract is part of the FAA focus on modernization and standardization of applications, databases, and processes.  Under the program, OST will consolidate and reengineer AHR applications and databases, and design a web interface to allow efficient access to human resources data.

OST will recommend and carry out steps for modernization of AHR applications; design and implement the new consolidated database; integrate a user friendly web interface; port AHR data to the new database; and provide ongoing support for the system.  In addition, OST will establish industry best practices and standard processes to improve system performance, facilitate system maintenance, and enable AHR employees to more easily access the information they need.

OST Awarded GSA Alliant Small Business Government Wide Acquisition Contract

February, 2009 - Optimal Solutions and Technologies (OST, Inc.), a CMMI Level 3 / ISO 9001 solution provider, has received an award, as a member of the Alliant Enterprise JV LLC or “AEJV”, under the “Small Business Track” of the GSA Alliant contract.  AEJV is a small business joint venture incorporated in the Commonwealth of Virginia in 2006.

Alliant Small Business provides federal agencies a centralized source to acquire integrated information technology (IT) solutions worldwide. The contract has a 5-year base period with one 5-year option.  Alliant Small Business is valued at $15 billion. The contract provides streamlined access to a broad range of management and technical support services, enabling total and complex IT solutions to be acquired under a pre-competed multiple award, indefinite delivery, indefinite quantity (MA/IDIQ) contract.

This contract enables federal clients to reduce procurement lead time and avoids bundling concerns.

The AEJV commits significant resources to meet the challenges of multiple, concurrent GSA task orders while supporting Federal Agency small business requirements.  AEJV resources include a staff of over 1,000 who have achieved professional certifications in more than 250 IT systems engineering, security, and testing and software development disciplines. OST Awarded HUD Enterprise Income Verification Contract

Washington, D.C., January 2009 - Optimal Solutions and Technologies (OST, Inc.), an emerging information technology services provider, has been awarded a contract to provide services to U.S. Department of Housing and Urban Development (HUD) Enterprise Income Verification (EIV). The EIV project is part of HUD’s focus on controlling overpayment of subsidies in HUD Rental Housing Assistance (RHA) programs, in accordance with Presidential Management Initiative #10.

Under the two year contract, OST continues its involvement in EIV, an $11 million project begun in 2004. Since its inception, EIV has helped HUD eliminate $2 billion in improper public housing and Housing Choice Vouchers rental payments. OST’s work under the EIV contract led to HUD being recognized in 2007 with a Presidential Award for Management Excellence.

Under the HUD contract, OST is responsible for all phases of EIV, including planning, requirements, design, development, and implementation of the EIV application and interfaces. The EIV system interfaces not only with HUD but also with the Social Security Administration (SSA) and Department of Health and Human Services’ National Directory of New hires (NDNH). OST is currently working with the HUD program office to define and implement further enhancements to the EIV system.
