Mr. David Maurstad has joined OST as a Senior Vice President

Washington, D.C., September, 22, 2011 – Mr. David Maurstad has joined OST as a Senior Vice President. Mr. Maurstad will lead OST’s efforts for federal, state/local, and international homeland security solutions. Previously, Mr. Maurstad was an Assistant Administrator for Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). In that position, he was responsible for the US National Flood Insurance Program (NFIP), a national Map Modernization Program (now Risk MAP), the National Earthquake Hazards Reduction Program (NEHRP), the National Dam Safety Program, and the National Hurricane Program.

Mr. Maurstad served as a FEMA Regional Director, coordinating federal, state, tribal, and local management of emergencies through planning, preparedness, mitigation, response, and recovery. Maurstad was the on-site senior FEMA official for the 2002 Salt Lake City Winter Olympic Games and worked with national law enforcement (FBI, U.S. Secret Service) as well as Utah city, county, and state governments.

He led FEMA’s response during the 2002 wildfire season (the worst in Region VIII history with a record 24 federal fire declarations), initiated the formulation of a strategic plan to define the region’s mission in the aftermath of 9/11, and chaired an agency-wide committee charged with developing a proposal to restructure FEMA’s ten regional offices under DHS.

His early experience includes 13 years in public service, including terms as a school board member and mayor of Beatrice, Nebraska; Nebraska state senator; and lieutenant governor of Nebraska. In that office, he served as senior advisor on policy and budget; chaired the Nebraska Information and Technology Commission; and served as federal liaison, monitoring and advocating legislation and negotiating with federal agencies on behalf of the governor’s office and state agencies.

OST Expands Knowledge on Cloud Archiving Capabilities

Washington, D.C., September, 22, 2011 – OST is gaining valuable experience in cloud email archiving and e-discovery capabilities through work on the FAA’s E-Discovery Messaging Archive Project (EDMAP) contract. OST has developed requirements that address cloud-based e-mail archiving and E-Discovery functionality in support of the FAA’s Enterprise Messaging System (EMS) Screening Information Request. These requirements will be part of the FAA’s evaluation of vendor capabilities as part of awarding a contract to modernize its current messaging system.

The FAA has a goal of implementing a cloud-based, SaaS (Software as a Service) system that addresses the agency’s email, calendar, and instant messaging needs. The addition of e-mail archiving and E-Discovery capabilities will provide the agency with tools to more effectively collect, preserve, and search the email of its over 60,000 users. E-Discovery functionality will especially improve the FAA’s ability to meet litigation preservation needs and answer FOIA requests.

The experience in cloud-based systems including e-mail archiving and E-Discovery has become increasingly important in today’s business world and to federal agencies. Archiving in the cloud can provide cost savings and is often more secure than archiving on-premises.

OST on Panel at Microsoft Government Contractor Summit

Washington, D.C., March 2011 – Ajay Madan, Chief Operating Officer of OST, represented the company on a panel of government contractor executives at the Microsoft Government Contractor Summit. The summit brought together business leaders to share insights and strategies for growing and transforming business in government contracting.

The Government Contractor CEO Panel, hosted by Federal News Radio Morning Anchorman Tom Temin, focused on solutions to problems currently faced by federal contractors. Panel members discussed approaches to turning problems into opportunities for transformation. OST’s Ajay Madan was joined on the panel by executives from Software Process Technologies, MicroTech, and Jacobs Engineering. The panel members fielded audience questions on diverse areas of government contracting, including the potential impact of a government shutdown.

Other speakers at the Microsoft summit included Karen Evans, former OMB Administrator for e-government and IT, and keynote speaker Tom Davis, former congressman from Virginia and technology leader. “The Microsoft Summit was a great opportunity for government contractors to network and discuss ways to overcome obstacles,” said Madan. “Business transformation is key to our present and future growth.”

HUD CFO Lauds Successful Enterprise Income Verification System

Washington, D.C. March 2011 – Doug Criscitello, Chief Financial Officer of the U.S. Department of Housing and Urban Development (HUD) lauded the success of the department’s Enterprise Income Verification System (EIV) in reducing improper payments to clients. In an interview with Michael J. Keegan on the Business of Government Hour broadcast of Federal News Radio, Criscitello discussed HUD’s reduction of improper payments by approximately 75% between 2000 and 2009, saving HUD $2.5B. “We’ve achieved that success principally through the use of Enterprise Income Verification System,” said Criscitello.

Since 2004, Optimal Solutions and Technologies (OST) has been tasked by HUD with redesigning, optimizing, developing, and maintaining EIV. OST’s improvements to EIV have reduced paperwork, streamlined data retrieval and validation, and reduced error, providing HUD with accurate, efficient verification of client income eligibility for rental assistance. OST’s support of EIV has contributed to HUD’s receipt of the 2007 Presidential Award for Management Excellence. HUD’s optimization of EIV was also acknowledged with the 2008 Excellence.gov award, which recognizes best practices in the federal government's management and use of information technology assets.

In the current economic environment, federal agencies have been scrambling to comply with legislation – signed by President Obama in December, 2010 – which requires reduction in improper payments. “We need to make sure that these dollars go to whom they’re intended,” said Criscitello. “I’m thrilled that HUD is a leader in this area.”

IRS Selects Contractors for TIPSS-4 Information Technology Services

Washington, D.C., January, 2011. The IRS competed its long-time IT services-related suite of indefinite-delivery, indefinite-quantity contracts, called Total Information Processing Support Services (TIPSS-4) Information Technology Services (ITS), which have a 10-year period of performance (one base-year and nine one-year options). These contracts are the primary procurement vehicles for technology-related services within the Internal Revenue Service and other Treasury bureaus.

Thirty-three companies were selected as prime contractors on this multiple award contract, among the industry’s best competitors. They will be providing support which encompasses a large spectrum of services concerning local microcomputer applications to large-scale integrated legacy systems, and newly developed systems, as well as security services and program management.

The TIPSS-4 ITS contract is designed to provide the state of the art, modern technology services throughout the period of performance of the contract. As one of the awardees, OST provides technology services. Vijay Narula, OST CEO, states that “TIPSS-4 will enable OST to provide strong support services to help the IRS maintain and update its large portfolio of tax systems.”

OST Awarded Contract for Nuclear Regulatory Commission Data Center

Washington, D.C., December 2010 - Optimal Solutions and Technologies (OST, Inc.) has been awarded a 3-year contract to provide services to the Nuclear Regulatory Commission (NRC). OST has been tasked with analysis of existing NRC data centers and planning for consolidation of data centers into a new facility to accommodate future agency needs.

Leveraging its experience managing consolidation and implementation of large government data centers, OST will provide services for facility assessment, planning for IT systems and infrastructure, quality assurance, technical implementation support, and program management. This work will be conducted in accordance with OMB requirements for data centers and the 25-point plan for federal information technology reform published by the U.S. Chief Information Officer in December 2010.

OST is joined in this effort by Total Site Solutions (TSS), a Maryland company with experience designing and building infrastructure systems for specialized facilities. Together, OST and TSS are helping NRC build a world-class data center, taking advantage of innovative and greener technologies to reduce energy usage and provide greater flexibility and sustainability.

OST Awarded EDS FSA CIO Support Contract

Washington, D.C., January 2011 - Optimal Solutions and Technologies (OST, Inc.) has been awarded a 5 year contract to provide services to the Department of Education Federal Student Aid (FSA) for a wide range of supplemental and/or primary support services. FSA serves millions of college students through student loans and grants.

OST’s proposal on the EDS FSA CIO Support Contract was among the most highly rated of those received by the agency. FSA selected OST to provide technical and program management support through this indefinite delivery/indefinite quantity (IDIQ) task order vehicle. Services to be provided by OST include IT investment, asset analysis, project management services, and broad acquisition support. OST Awarded FAA E-Discovery Contract

Washington, D.C., January 2011 – OST has been awarded the FAA E-Discovery Messaging Archive Project (EDMAP) contract. On this three-year contract, OST will enable archival of FAA electronic messages so they may be searched, reviewed, and processed to support the FAA’s E-Discovery, Electronic Records Management, and Freedom of Information Act (FOIA) requirements.

OST will develop and manage requirements for the E-Discovery messaging archiving solution, conduct a vendor competition to provide the basis for selection of appropriate solution alternatives, carry out procurement activities, and manage vendor implementation of the selected solution and training of FAA personnel. OST will also analyze the solution for fulfillment of FAA requirements, and provide the FAA with metrics reflecting solution benefits and return on investment.

To provide FAA with continually improving solution performance, OST will apply its understanding of best practices to analyze and improve E-Discovery processes that utilize the implemented solution.

OST Awarded FAA UIS Contract

Washington, D.C., January 2011. OST has been awarded a 3-year contract to provide program management support to the FAA’s Unstaffed Infrastructure Sustainment (UIS) program. The UIS program is responsible for the sustainment of more than 23,500 National Airspace facilities which house communications, navigation, surveillance, and weather monitoring equipment.

OST will provide the UIS Program Office with support for program and administrative processes. OST’s UIS program management tasks will include technical project management, project administration, contract analysis, and financial contract analysis. OST will also apply its in-depth experience with standard management processes to perform quality audits of Program Office processes and analyze quality measurements. In addition, OST may support development of UIS strategic plans and business cases, and recommend process improvements.

In addition to supporting ongoing facility operations and maintenance activities, OST will also support the coordination of nationwide FAA facility upgrades required for the rollout of the FAAs NextGen effort.

OST to Support Dynamics Research Corporation on USAF NETCENTS-2 Contract

Washington, D.C. January 2011 – Optimal Solutions and Technologies (OST, Inc.) is a member of a team headed by Dynamics Research Corporation (DRC), which was awarded a contract by the U.S. Air Force to deliver services under the Network-Centric Solutions-2 (NETCENTS-2) vehicle.

From a field of 19 bidders, the Air Force selected Team DRC as one of 6 companies to receive an award under the Enterprise Integration and Service Management (EISM), Advisory and Assistance Services (A&AS) track of the NETCENTS-2 contract. This is an indefinite delivery/indefinite quantity (IDIQ) task order vehicle with a maximum order ceiling of $460M.

As a member of Team DRC, OST will help provide US Air Force, DoD, and other Federal Agency customers with enterprise integration and service management support for both infrastructure and mission capabilities. Potential tasks include gap analysis of legacy systems, requirements development and definition of service architectures for the implementation of new capabilities. The team may also provide advisory and assistance support for enterprise or strategic level requirements.

Regarding the NETCENTS-2 EISM A&AS award, OST’s CEO Vijay Narula stated, “Team DRC was identified as being one of the top three companies providing best value to the USAF on this contract.
