Data Strategy & Governance

Leveraging Data into an Asset

In civilian and defense environments, data is more than a resource—it’s mission-critical. As the volume and complexity of data increases, proper management and utilization can make or break an agency’s strategy. OST’s Data Strategy & Governance solutions ensure that data is secure, accurate, and accessible, so agencies and individuals can make confident decisions in real time. Our approach is both technical and strategic: we help break down silos, eliminate inconsistencies, automate governance processes, and establish data as a trusted foundation for analytics, AI, and mission execution.

We provide end-to-end data governance aligned with government requirements (FedRAMP, NIST, DoD, etc.), integrating robust access controls, data quality assurance, and enterprise-wide integration. From disaster recovery to national security operations, OST guides agencies to unlock the full value of their data.

Empowering Decision-makers

OST’s approach transforms governance into a mission-aligned capability. We combine enterprise integration, automation, and compliance with a deep understanding of public-sector data needs, empowering decision-makers to act with speed and certainty. OST’s governance solutions are built for high-stakes missions, where bad data can cost more than money; it impacts lives, readiness, and national security.

CASE STUDY:

Leveraging Synthetic Data to Develop Mission-Driven Decision Support

Challenge

Space Force outlined a mission-critical need: enhancing decision-making for the Launch and Range Test System (LTRS) to ensure safer, more efficient operations. Key priorities included modeling launch safety decisions, optimizing the balance between maintenance and procurement, and evaluating process improvement strategies.

Solution

In support of this mission, OST developed a predictive, model-based decision support system using synthetic data, designed to deliver actionable insights, strengthen launch readiness, and drive data-informed choices that align with operational goals.

This model provides the Space Force with key capabilities, including the ability to pinpoint and understand operational bottlenecks within the launch process and measuring the impact of various risk mitigation strategies and associated costs.

Itemized costs for activities and resources were included, along with crucial launch process interdependencies such as dependencies on sensors, networks, weather, pad availability, setup/repair/maintenance times, and launch zone security.

Outcome

Based on the simulation tool’s outputs, the key outcomes from the detailed event and component data include vital metrics for informed decisions such as the total number of launches conducted, broken down by launch vehicle and often presented with confidence levels, and the associated launch cycle times for each vehicle type. Furthermore, the simulation provides insights into the efficiency of operations by detailing resource and activity utilization levels. Finally, the tool quantifies the financial implications through rough order of magnitude (ROM) costs per launch and highlights potential system vulnerabilities by tracking failures and delays for individual components.
