Vice President, Civilian Sector
Paul Huang brings nearly 25 years of distinguished leadership experience across the federal government and private sector to his role as Vice President of OST’s Civilian Sector. He has served in senior executive roles at the Department of Homeland Security and Department of the Interior, including as Assistant Administrator for the National Flood Insurance Program (NFIP) and Acting Associate Administrator for Resilience at FEMA, and Acting Director and Deputy Director of the Bureau of Safety and Environmental Enforcement (BSEE).
Paul has led large-scale transformation efforts, managed multi-billion-dollar budgets, and developed innovative national policies in areas ranging from risk management, mitigation, and emergency preparedness to energy safety and environmental enforcement. His strategic leadership has earned him numerous accolades and significantly improved operational performance, stakeholder engagement, and employee satisfaction.
He holds an MBA from the University of Maryland and is a graduate of Harvard’s National Preparedness Leadership Initiative.
