Washington, D.C., April 2018 – The Maryland Department of Human Services (DHS) has selected Optimal Solutions & Technologies (OST, Inc.) as one of 15 companies for the Agile Scrum Team Resources (MD THINK) Indefinite Delivery Indefinite Quality (IDIQ) contract.
In Maryland, DHS administers critical human service programs, including Temporary Assistance for Needy Families (TANF), the Supplemental Nutrition Assistance Program (SNAP), Child Support Enforcement, Child Protective Services (CPS) and Adult Protective Services (APS) through the 24 Local Departments of Social Services (LDSS). Currently, these programs are being supported by “silo” or stand-alone systems that have little to no interface with other systems, including public health, juvenile systems, and other critical federal and state partners.
Through this contract, the State will modernize systems and platforms in the form of MD THINK. This will be a shared health and human services platform – a system of modular, interconnected components – a common data repository, shared service elements and resources, and mission specific applications – capable of supporting multiple programs and missions. This will create a data system that can support a more integrated, client-centric approach to health and human services delivery and management.
The OST Team, which also includes Morgan State University, Bowie State University, Tougaloo College, and Tougaloo College Research & Development Foundation, will support the State’s goal of moving to a shared health and human services platform, which will provide multiple benefits for clients, the State and federal partners, including improvements in the efficiency and effectiveness in program operations, continuous system enhancement, and reduced cost for system maintenance. To do this OST will assist with the priorities of the State, including developing a cloud-based shared data repository that is scalable and has shared functionality across programs and replacing the outdated and siloed case management systems for public benefits.
