BIOGRAPHY

Marcus Collier is the Chief Executive Officer of OST. Under his leadership, OST develops innovative and differentiated digital offerings aimed at creating value for our customers, employees, and stakeholders. Marcus has spent his entire career successfully growing and executing diverse portfolios of business, from small businesses to Fortune 100 companies, developing innovative technical and acquisition solutions across the Health, Civilian, and DoD markets. These solutions provide improvements in outcomes, efficiencies, and overall customer experience, along with cost-saving benefits to our customer’s most pressing challenges.

Prior to joining OST, Marcus served as the Group Chief Executive, of Conduent’s Government Sector. In this role, he led the strategy, growth, and service delivery initiatives for Conduent’s Federal and State government customers, and their citizen-facing programs like Medicaid, SNAP, TANF, WIC, and Unemployment.

Prior to his time at Conduent, Marcus served as the Senior Vice President of the Health and Civilian Solutions Division (HCSD) of General Dynamics Information Technology. HCSD provided information technology and business process outsourcing for the federal government’s internal needs and their citizen-centric mission support requirements. This organization provided IT support services across the entire enterprise life cycle, from infrastructure modernization, managed services, cloud strategies, data analytics, and cyber security solutions.

Marcus earned a Bachelor’s degree in Naval Architecture and Marine Engineering from the University of Michigan, and a Master’s Degree in International Finance from George Washington University.
